How U.S. import duty & landed cost work
How do I calculate the landed cost of a U.S. import?
Landed cost = customs value + import duty (the HTS tariff rate × value) + any Section 301 tariff on Chinese goods + CBP fees (the Merchandise Processing Fee, and the Harbor Maintenance Fee on ocean shipments) + freight and insurance. What is the Section 301 tariff?
Section 301 is an additional U.S. tariff on many goods from China — typically +25% (Lists 1–3) or +7.5% (List 4A) on top of the normal HTS duty rate.
What are the MPF and HMF fees?
The Merchandise Processing Fee (MPF) is 0.3464% of customs value, with a minimum of $32.71 and a maximum of $634.62 per entry. The Harbor Maintenance Fee (HMF) is 0.125% of customs value on ocean shipments. Both are charged once per customs entry.
Is this import-duty estimate legally binding?
