Will your Section 301 exclusion snap back?

178 China tariff exclusions are valid for entries through 11:59 p.m. ET Nov 9, 2026. Entries you file on or after Nov 10 pay the full Section 301 rate again — up to +25%. Paste your HTS codes to see what snaps back, and we’ll alert you if USTR extends them.

On the list = this exact 10-digit reporting number is a named exclusion. Subheading listed = an exclusion exists at this 8-digit subheading, but it’s product-specific — confirm your product matches the annex description. Not on list = no expiring exclusion references this subheading, so no 301 snapback applies. “Duty thru Nov 9” is the all-in stack with the exclusion (base + 12.5% forced-labor baseline + CBP fees); “from Nov 10” adds Section 301. Excludes Section 232 & AD/CVD. Checked against USTR notes 20(vvv)/(www); confirm with a licensed broker.

Confirm your product matches the exclusion

An exclusion only applies if your goods match the published description. Here’s what the annex excludes at each of your matched codes:

  • 4202.92.31.20 Backpacks with outer surface of textile materials of man-made fibers, each measuring at least 35 cm but not more than…
  • 6506.10.60.30 The entire reporting number is excluded (no narrowing product description).

Product wording quoted from USTR U.S. notes 20(vvv)/(www). If your goods don’t match, the exclusion — and the snapback — won’t apply to you.

We’ll confirm your codes against the published exclusion annex and email you the moment the exclusions are extended or expire — so you file entries on the right side of the date.

Common questions

What is expiring on November 10, 2026?

USTR's extension of the Section 301 China tariff exclusions runs through 11:59 p.m. ET on November 9, 2026 — so entries filed on or after November 10 lose the exclusion. There are 178 exclusions: 164 product-specific exclusions under HTSUS 9903.88.69 and 14 solar-manufacturing-equipment exclusions under 9903.88.70. As of now no further extension has been published.

What happens to my product if the exclusion lapses?

If your product currently enters duty-free (or at a reduced rate) because it is on the exclusion list, entries filed on or after November 10 pay the underlying Section 301 rate again — generally +25% (Lists 1–3) or +7.5% (List 4A) on top of the base HTS duty. This tool estimates that added annual duty from your import value.

How do I know if my HTS code is on the exclusion list?

Paste your codes above and this tool checks each one against the published annex — USTR notes 20(vvv) and 20(www), the 156 reporting numbers claimed under 9903.88.69 plus the solar items under 9903.88.70 — and flags it "On the list," "Subheading listed" (an exclusion exists at your 8-digit subheading but is product-specific, so confirm your product matches the description), or "Not on list" (no expiring exclusion touches your subheading). If your entries already claim 9903.88.69 or 9903.88.70, the exclusion applies to you and expires on the date above.

Could USTR still extend them?

Yes — exclusions have been extended before, most recently from a November 29, 2025 lapse to this November 2026 date. But as of now nothing further has been published, so plan for the snapback and we'll alert you if that changes.

Estimate only — not legal or customs advice. Whether a specific HTS code is covered by an expiring exclusion depends on the published USTR annex and your product’s facts. Confirm with a licensed customs broker. Sources: USTR, Federal Register.
